Gaia Controller? Inflate your Upload Space

Has anyone figured out how (or if) you can win the game the scientific way? I have Gaia cores in all my cities, and twice as many satellites, I have obelisks scattered all of my territories. I have 41%, or so, coverage. There appears to be a button on the Gaia controller screen, but it just honks at me if I try pressing it.

(As much as I like it, this game is as buggy as anything Microprose ever released, or more)

I have not got to that part yet, but I believe you need 60% coverage.
