Does anybody use these guys? They don't seem all that self sufficient. If I don't have any mayors on, do I personally have to do the tile improvements?

Yes & Yes.
I tend to use them to stop production going completely to waste, what the generally do is build food & production improvements both city & tile, unless on a specific goal is set. So I tend to interfere alot and spend spare public works on commerce improvements.

I don't use them because I am a micromanagement freak ;-)
I used the mayors once and they started building all kinds of troops that I didn't want. Which is weird because I had them set to science?

I dont use them because they think on an individual city basis. i plan production based on numerous things such as location, and nearby threats. Mayors dont seem to do that well.
