Hotseat? Got spare money?

I've noticed that some ppl are mentioning hotseat...but how to start hotseat game? Its my favourite style to play, because then I can play with friends in same place, and diplomacy has new meaning...
I would be grateful any information how to start hotseat game...if there is a way...

It involves some changes to a text file.
However, currently, there is no way for human-human diplomacy in a hotseat/email game. Locutus is working on something, though. Read his thread too.
