After I built the Internet wonder, I did not get my free computer center in each city like it describes everywhere in the game. This is really frustrating, I feel like I really screwed something up here along the way.

No you do get them. However the game concert is not like civ2. After you build the Internet Wonder, you should see a scientific increase in all friendly cities. You can still build the improvement improvement, but It will not gonna change anything. Other wonders such as Hagia Sopia, Nation Sheild, and Central Matter Decomposer would function the same way.
