It's the year 2150 AD, I have attained all possible
technological advances (esp. Wormholes and Alien Archeology).
Nevertheless, I am not given the option to
develop the wormhole sensor. Bloodlust is off. What's going on?
What do I have to do to be allowed to develop the sensor?

No wormhole in CTP II. Read the manual. Victory is via, conquest, diplomacy or science.
