Luckily there is a lot more going on in freeciv than what happens in this forum or the apolyton freeciv section.
Most development takes place on the freeciv-dev mailing list. A few non-code discussions takes place on the freeciv mailing list. We also have a freeciv-data mailing list for creation/changes to nations, rulesets and graphics.
To track the changes to the development version (CVS), you should subscribe to freeciv-cvs. Note that you can (of course!) also download and play with the latest development version.
