Well that's pretty fvcked up. Well you're in a fine position (it seems that EVERYONE hates Germany, what'd he do wrong?). Just keep that F Eng and the English won't dare bother you and those Iberian SCs aren't going anywhere so you're doing fine...
build a A Par I guess and smack through the Benelux area.

Well done, Victor. I´d say it looks very promising for France. Both G and E won´t have a big say in the west.
On a general basis, I´d try to ally with E, if you have not already a close cooperation (wich your moves suggest). EF alliances are fifficult, but E is weak and G seems vulnrable, so E will play along.
Of course, the idea is to slip into E´s back (IRI) at the right moment. Looking at you map, I´d say that could be a s early as 1903.
My advice is this:
Get England to move NWG - Hel, the goal being both Den and Hol for him in fall. Tell him he should let Russia have Nor. Tell him to finish G first, and to build fleets later to attack Russia. Reason is on your side.
Offer your support in Hol, that´ll convince him.
The moves should then be:
France builds A Mar
NWG - Hel
NTH C Lon - Hol
Lon - Hol
Bel S Lon - Hol
Eng H
Bur - Mun
A Mar - Spa
In fall use Bur to support Bel - Ruh (I am assuming G builds in Kie and moves Sil - Mun to cover) Ideally after that you should have one build (Spa) and E should have two.
You could of course move ENg to Por to get two builds.
W02 builds could be a F Bre against E.
And make sure Russia is your ally. IRF would be ideal.
