Well, Germany´s builds don´t necessarily mean he´s going against you. He could use them against R, of course.
However, I believe switching alliances is the right choice even if G does not stab you. G is growing too fast for you.
First, you should easily be able to convince Russia that G is a big threat to R and that, from all you know, G plans to kick R out of Swe (wich seems plausible enough). Especially that F Ber should worry R a lot. Then you should be able to get R to agree on working together against G in Scandinavia, namely support each other in Swe/Nor. I would offer R Nor for the future in return for his helping you into Den.
I don´t know your press, but from the map and builds I would assume that it will be easier to get R to work with you then France.
France might be working with G already. the fact that both G and F built fleets would make me thinking.. Nonetheless, even if F and G have reached some understanding, I think France will still worry about G and can be convinced to work with you. Maybe you can get him to move: F Bre - Pic and Bur - Ruh.
If your feeling is that both F and R are against G, then I´d openly attack G (F Lon - Nth)
Your advantage may be that, when you get R to ally with you, France may be convinced by R.
