Wow, a missile already!
Hint #1: set your tax rate at 35% right away, this gives the best financial result (unless your per capita income is below 21, then 36% is optimal. Minimal difference though). Some of the citizens will move out, but those that remain will give you plenty of coins
Hint #2: build a lot more construction sites. They will still cost 1 turn later in the game, while at that time you could do so much more. And they help you to get your buildings up for the duration.
Hint #3: military bases only reduce the military costs somewhat, and since yor army is very tiny for now, you're much better off with other sorts of buildings
Hint #4: start thinking about what government you prefer. In many cases - but not in all - it's best to revolt right away

That makes it sound like you should ever build military bases. Don't ever do it unless you are a Military Base Reseller -in which you buy units from your private market at the reduced cost military bases provide, and sell them on the public market. Although given the number you have and that you are using military tech, this may be your plan. If you are a MBR you have to build almost nothing but military bases, but it is not a very good strategy to get money from. But if I were you I'd buy tanks of the private and sell on the public. For some reason tanks are always much higher on the public than the private (for me anyway, and no I don't have MBs or Military tech)

It's always best to do it right away because IIRC whenever you change government you lose half of your military, buildings, and resources, and your readiness goes dwon to 50%. Many strategies call for a government switch later in the game, but switches should be limited.
Also,
Don't build labs, they just take up space and you won't be able to research much if they're only a small fraction of your land. Much better to buy tech. Prices are getting pretty low right now (much to my shagrin)
