Ok, I think you'll all have to admit that manipulating the research tree in Civ2 was rather tedious. It can be done but it just takes a lot of work to make major changes to the structure.
I propose a new system of editing the tech tree (for making scenarios).
First take a look at this image:

In it you'll notice all the line linking the technologies.
Well how about you just move those lines (while you are looking at that image right now) to make them go to whatever tech you want. Rather simply I think, and it may even be possible that Firaxis has already done this.
Oh and also those little boxes the lines link to should be able to be moved as well.
To make things even MORE easier, you should be able to click on those boxes and rename the tech, and edit all the details about it.
I think this would make editing the research tree very simply, quick, and easy.
