ColDark: Moderators set up the game, and act as judge, jury, and executioner (if needed) when any disputes arise in the game. Some will also "fill in" for missing players. When someone goes on holiday, sometimes they will have the CMN fill in for them, or they will advertise for a replacement player. Other times, the CMN will play a turn for a player when they drop off the face of the planet, just to keep the game from stalling. Usually, they will just load up the turn and press "Next Turn", without moving units or anything. The CMN will also hold all the passwords for all the players, just incase someone drops out, then the password can be sent to the replacemnt player.
Also, Civ3 will have a pbem feature. Sid would have to have a suicidal streak a league wide not to have that feature. All the Civ2 fanatics would draw and quarter him if there were no pbem in Civ3. 
The only other board that I know about is ACOL. I don't hang there, so I can't tell you much about the place.
I am also up for some ip action, if we can coordinate it properly. I haven't done it before, so I'm not sure about how it would go, but if we all hop on MSN/ICQ we could work through the setup stuff fairly easily.

Unless, I am just hallucinating that I'm playing and passing turns 
I think I prefer this smilie now 
. My turn rate will inevitably be slower through that period, but when I get back things will get back on track.
