Hello everyone out there, Im a fan of civI, and was just wondering how much better civ II was. Obviously, its got better graphics, but that aside, why should I go out and buy civ II?

Civ 2 has eliminated the "instant AI wonder" cheat. That used to drive me crazy in Civ 1. In single player, you are given a one-turn warning when the AI is about to build a wonder, and can steal the wonder by rushbuilding it.
As War4 pointed out, the combat system is much improved. The odds of a phalanx beating a battleship have changed from 2/18 to something like 1/1,000,000. Gunpowder units are a quantum leap in fighting power compared to their predecessors.
The governments and wonders are much better balanced. There are more city improvements, wonders, and units. There is, for example, a new spy unit which is an advanced diplomat. Spies can reduce city population by poisoning the water supply, and also evade SDI (which protects a city from conventional nukes) by planting a terrorist nuke.
The game has an amazing scenario capability. Scenarios can have new artwork, sounds, unit abilities, and custom events generated by turn number or events within the game. There are many incredibly detailed scenarios available on this site which are essentially entirely new games.
Multiplayer. The AI is still lame, but you can't beat the adrenaline rush of playing against other people. The depth of strategy in the game goes to a whole new level when you know the other player(s) can use all the same tricks and strategy you can.
I spent untold hours playing Civ 1, but I don't think I've ever gone back since buying Civ 2.

IMHO Civ2 is better than Civ 1 because in order of decreasing importance:
a) Multi-Playing available.
b) Graphics so much better.
c) There are two possible special resource types
for each More Terrain type; and rivers are a modifier
rather than a terrain type.
d) There are more unit types to choose from.
e) AIs are better.
f) There is a better balance of unit types; (with Civ 1
the Battleship over attack of 18 and the Riflemen over
defence of 5 unbalance the game).
g) The development of improvements such as harbours and
offshore platforms provides more scope for coastal cities.
h) Scenarios are available and have more scope than reloads.
i) More options for diplomacy.
j) Larger worlds possible.
