TOT People.bmp Get a bigger avatar today!

I'm currently working on a TOT scenario (based on the original game) and having a heck of a time getting the people.bmp file to work. I'm trying to control which tribe gets which city style and people graphics with technologies (Automobile, Invention, Industrialisation etc), and it works fine for the cities, but the people graphics seem completely uncontrollable. In particular I can't get the final line of heads to show up at all, regardless of the techs I apply

So, anyone got any idea?
