I don't think anyone needs to ask Sid.
Apolyton in the past has posted where you can download the original classic from a legit website. So I would think that the game is open to anyone.
Even if you couldn't use the exact code, there are a couple of groups making new civ games in an open source way that have borrowed many of Civ II's graphices.
In the end the biggest hurdle I believe would be someone actually doing the work and converting it. If you have the know how and are willing to take the time then I am sure there would not be a problem. But it would take time to convert to a new OS.

PDA-CIV:
I haven't done any programming with a PDA before, but I was able using google to find a couple of decent sites.
First is PDA Street located at http://www.pdastreet.com/.
Go to whatever platform you want to program on and then go to Developers link at the bottom of the page.
Second is a tutorial to Palm Programming located at http://home.hetnet.nl/~tonicor/palm/tutorial/uk/
Hope these might help. Hope your project turns out a great success.

Oh, one more thing if you are really serious about doing this, Slashdot recommends the book, Palm Programming - The Developer's Guide by Neil Rhodes & Julie McKeehan, Mark Stone, Ed.
To read the review go to http://slashdot.org/books/98/12/31/1258257.shtml.
That link also has a number of other links to programming pda sites that are probably better for indepth stuff than what I recommended.
