I've used enough games, especially Civ games, over the years to know that an expansion pack for Civ3 would be a good idea. But, as many people are saying, only if the first release of Civ3 was already a great game and the expansion pack was adding more, not fixing what shouldn't be broken in the first place.

More civilizations would be nice, but once the game is released and players start playing it, then the flood of ideas of things that should have been included will start. The expansion pack should include the best of these ideas along with little tweaks that make the game better such as, for example, the evening out of a "unique unit" that was a little too powerful.

Unfortunately, I don't have any great ideas for an expansion pack, but I wholeheartedly agree with those who say that it should not be an excuse for Firaxis to release a substandard game and then release a fix for it.
