Here's a sure way to get allies:
I'm assuming you have the most powerful civilization. If you don't, nobody will listen you.
Conquer a neighbor. Nothing impresses opponents like "So-and-so have been utterly defeated by So-and-so." Keep a firm tone in negotiations, but don't be aggressive. Build the Philosopher's Stone and exchange for all advances you don't know. The AIs value nothing as much as advances. Don't ask for an alliance until you build Forbidden City. Since most nations will begin to like you, exchange maps with all of them. Then wait for a few turns so your intentions are not too obvious. Ask each for an alliance. You might get only two or three at first, but that's normal. Continue trading advances. You might also give them some primitive advances as a gift. The AIs love that. Always wait, let's say, 10 turns or so before asking for an alliance again. Remember to keep your economy strong, or you will not be respected. Once again, nothing works like gifts of advances. I usually shower my opponents with them when they get too far behind, and it has never failed to bring me hordes of allies, sometimes even all nations of the world.
