On further consideration, the most annoying civ in the game is usually mine. Look what the AI has to put up with:
-rushbuilding wonders a turn before the AI is done
-stacking units on mountainous chokepoints
-accepting huge $$$ to join in a war and then doing nothing
-stacking bombers over battleships
-building a SDI in a city 3 squares away from a really juicy, non-SDI city
-taunting, in the form of incessant demands to 'remove troops', when none of the AIs are anywhere near my cities.
-dropping nukes on stacks (ships, usually)
etc... etc... Now, if the the AI did any or all of these regularly, wouldn't it drive you absolutely ******* nuts???

I'm with you, STYOM. I'd have to add:
-Out of nowhere transports appear landing howies and spys that capture the AI's capitol and bribe half the AI's remaining cities all in one turn
I voted Other, but because of the Chinese. Usually if I'm ever falling behind on techs, it's to the Chinese.

For me, it's the Americans. I'll quite often play as the English and try to get an Anglo-American alliance going. I feed them techs, money, whatever. I have never seen them develop into a powerful civ worthy of an alliance.
