I was just reading the civ3.com FAQ ...
...How does culture affect diplomacy with other civs?
Other civs will treat you differently depending on your culture. Civilizations that are "in awe" of your culture, for example, would be more inclined to accept a deal than a civ whose culture is on par with yours. Having a culture advantage essentially allows you to tip the scales in favor of yourself during diplomatic sessions...
Are there any informations how this will work in multiplayer ? Will my human opponent(s) be able to accept/decline deals or declare peace/war regardless of my culture value ? Or will there be restrictions for human players also. (and not just for democrats)
Overall, I have not read much information about Civ3 Multiplayer until now ...
