It did an illegal act and shut down.
Try to initiate again, same thing.
So I uninstall, download, reinstall.
Same thing.
Soooo, I guess what I'll do is reinstall Windows.
I don't know what else to do.
I emailed ICQ techs. They were very much help.
They suggested I uninstall and reinstall. Yeah, ok. I told them when I wrote I'd done that already.
They seriously did include some good info on saving contacts.
Listen, I put this here in MP, because if it belongs anywhere it belongs here.
I can hear "him" saying now "It doesn't belong anywhere". 
It does though.
Trying to set up MP games, to include 1 Wonder game, is a hassle deluxe.
Anyone have any ideas?

Thank you for taking the time to write us.
We recommend you try downloading the program again. It is located at the
following URL:
http://www.icq.com/download/
Please make sure that you are downloading ICQ from an approved download site
only (Download.com, Tucows, ZDNet and Jumbo). Software obtained from any
other source may have been altered and could cause harm to your system.
Please uninstall ICQ and then re-install it.
Please note that the contact list exists on your hard drive only and there
is no backup on our servers.
1) Shut down ICQ
2) Locate directory "2000a" in your ICQ folder
3) Copy the folder to a disk or a temporary location
You may also wish to backup additional data located in your ICQ directory:
* Copy all files from the \icq\chats\ directory to a temporary folder to
save your saved chat sessions.
* Copy the "incoming" and "outgoing" folders from the \ICQ\Plugins\Voice
Messages\ directory to a temporary folder to save your saved chat sessions.
* Copy all files from the \icq\homepage\root\<ICQ#> directory to a temporary
folder to save your ICQ Homepage settings.
Make sure to keep the folder structure in tact.
To uninstall ICQ:
Press the Start button -> Programs -> ICQ -> Uninstall ICQ, or press the
Start button -> Settings -> Control Panel -> Add/Remove Programs -> Click on
ICQ and choose "Add/Remove"
If you receive an error message indicating "can't locate install.log",
please skip the uninstall procedure and simply reinstall ICQ.
To reinstall ICQ, locate the ICQ installation file and double click it or
download ICQ again from http://www.icq.com/download/
After you reinstall ICQ, register as an existig user, and wait for
registration to complete.
To restore the saved database, please follow these steps:
1) Make sure the number is registered on the computer.
2) Shut down ICQ
3) Copy your saved "2000a" directory on top of the existing "2000a"
directory
If you saved additional folders (e.g. the \icq\chats, \icq\plugins\voice
messages\ etc), copy them back to the original locating, overwriting
existing files.
4) Please launch your ICQ DB Convert (Start -> Programs -> ICQ -> Database
Convertor) and choose "Fix New Database", then click "Next".
5) Open ICQ
It is always recommended to keep at least one backup of your database.
In order to save your database, please shut down ICQ, then copy all files
inside the directory \icq\2000a into a different location.
When the database needs to be reconstructed, all you need to do is shut down
ICQ, then copy the backed up files back to the same directory.

The best thing to do is to down load and install Yahoo, AOL, and MSN messenger to your system.
They are all small (about 700+k), and 1 of the three ALWAYS works, so they make for good backups.
ICQ is old and doesn't work smoothly.
I think there is a program called "Trillium" that runs ALL mesengers at once. Ask Palhorse about it at CFC, he swears by it.
As for the complainer, I'll bet you a buck he posts in this thread, and then posts again, and again, and again, and again....and all will say NOTHING.

Bummer. A few ideas, though. First, run a utility to see if you have a disk problem.
Second, try directing the ICQ program to create a separate folder directly on the C drive (instead in C://Program Files).
Third, try downloading a previous version of ICQ, like 99b (works fine for me).
My ICQ is 37552809.

i had a similar problem when i installed icq on a comp i borrowed. eventually i got it to work by giving up installing my existing number and getting a new one. luckily i was able to regain my original number with my new comp
