MOO stands for master of orion. It is a game originally made by Microprose(now Infogrames), the developer of Civ.It was (in it's 2 previous incarnations) a great and fun game to play.You can have a try to the most primitive edition(not commercial) if you go and search their site.They call this game MOO 0(and it's free for download).I tried it and while I concluded it in zero time, I enjoyed myself.It still teaches gameplay !!!!!(unless you're that much against low res-premitive graphics)

Actually, Infogrames is the publisher of both Civ3 and MoO3.

Firaxis is developing Civ3; Quicksilver is developing MoO3.

Basically it's Civilization in space. You start on one planet and send out scout ships and colony ships to other star systems while researching new techs and building new improvements in your colonies. Other races are doing the same, and you're likely to end up fighting them. Each race has a set of racial advantages and drawbacks: in MoO2, you can design your own race.
