As far as I am concerned the most famous tax collector has to be the Sherrif of Nottingham, namely Prince John, the attempted usurper of King Richard's Throne.

Be real guys, we are not looking for an econmist, or a business Guru. Surely the taxman is the fiend of every businessman, not friend. Adam Smith or even Bill setag would throw if they were compared with taxmen. Prince John is the most famous taxman, but scrooge (though not a taxman) would also be apt.

Uncle Sam would be very rememberable to me. Unfortunately it might be confused with SAM missile batteries.

Calling the tax collector a fiend, or count taxula ... No, no .. don't forget you're on the other side of the line in civ, he's a friend and a big one if you ask me. I would call them simply ... taxi's.
