At first comes to mind, that in SMAC the bureaucracy-factor was quite well and reasonably handled. Will there be a similar factor, or has Firaxis developed something more realistic/surreal/whatever?

Of ocurse there will be! Even in Civ1 there was the concept of corruption: the farther away your city, the less sophisticated your government, the more wasted trade arrows.
In Civ2 this was even more expanded, introducing extreme unhappiness as one built too many cities (or was that introduced in SMAC...hmmm).
I'm 100% sure there will be painful restrictions on the number of cities one can build.
