36 choices... 12 unique, 24 small ones that every civ can have. I think anything with "great" in its name is a small wonder.

I don't think Great wonders need any prerequisite number of buildings, only a prerequisite tech, but small wonders (wall street, SDI) do need prerequisite buildings. Also, I think the Great Library and Lighthouse are great wonders; they show up as being owned by 1 civ on the wonders screen in the screenshots.

I don't have an opinion as to the likelyhood or quality of this idea, but woudln't it make sense for the UN to require 5 courthouses(if you want to go along with the same style of the others) and/or embassies in every nation?
