We've seen no evidence of the completion of the Weather Paradigm by any faction. However, the Cybernetic Consciousness has completed the Human Genome Project.
The Peacekeepers would like to formally remind the citizens of other factions that the Psych benefits granted to the Cybernetic citizens by the Human Genome Project are but a shadow of the Psych benefits guaranteed to all Peacekeeper citizens at birth. We urge all citizens who think they are not receiving their fair allotment of Psychiatric, Psychological and Psychic Health Benefits to bring the matter to the attention of their local government. In the event of continued neglect, the shores of the New United Nations are accepting immigrants and refugees.

I likewise do not see the WP built yet. I suspect that you have rushed it this turn and it will show as completed on the next. The HGP OTOH does show as completed. I am not certain that you get any notificatioon at all in MP unless you are also building the same SP

With the completion at last of the Weather Paradigm, we can begin terraforming our little chunk of land into an industrial powerhouse. Agri tells me that this means we can work with better efficiency than before. This efficiency will allow us to rapidly expand on this loathsome planet. At least we are surviving.

Turn 2141 to Flubber.
In an unexplained SMAX phenomenon, it appeared that Flubber had contacted me and offered all his technology. I responded with a counter-offer. But the real Flubber disavows all knowledge of having made a diplomatic gesture, or of having obtained my comm frequency in the game. (I also have not obtained his.)
We've decided to write this off as a Glitch, and delay diplomatic contact until later, when one of us legitimately obtains the other's frequency.
