	Why am I allowed to discover provinces? Support Apolyton

I've started a game with the Fantasia scenario playing China at the beginner level (I'm still in the process of trying to understand the game) and what I don't understand is that although everything is currently at zero level technology, I seem to be allowed to discover new provinces and seas but the manual says my army should be at level 11 and my navy at level 21 before I can do these things. So what gives here?

Good grief! If we had to wait until we had reached the technology you state then we would never get anywhere.

Might I suggest that you visit the FAQ Forum at the EU site and this thread in particular:-

There you will find plenty of information on the game. You might also consider registering on that forum - on the whole we are a friendly lot and not a RTFM in sight!

Standard advice on the EU forums is not to play Fantasia, as unless you're a colonisation fanatic, it tends to get rather dull rather quickly. Stick with the GCs/IGCs.
