can we sell arms in Civ3? for example, the German would sell their Panzer units on the international market, and the American would sell their F-16?
Or, better yet, we can sell our left over units from earlier age, and sell them to those developing countries.

You can't sell "on the international market", but you can sell to individual civs.

well, during negotiations you can offer gold for units and units for gold. i think that is what you are wondering. if so, then yes, you can do that.

IIRC, you could sell units in SMAC too.
