Hi there!
I used to play CTP, but it seems it's too much for my computer...
Well... I think all civ games are too fast! 50 years for a turn in the beggining of the game is too much... the eras pass to fast... I think you get the idea...
Anyway, in CTP I used to screw up the files and slow down the game (years per turn) and science research by one half... so the players have twice the time to do any other things, such as roads, irrigation, mining, war, etc...
I wish to know if this is possible in Civ2 too...

To answer your question, though, CIV 2 is highly customizeable. Although it varies by the specific version, there are numerous text files that you can customize to your heart's content. A primary one is the rules.txt file in which you can modify many of the parameters you mention, i.e. roads, irrigation, mining, science, as well as many others.
And, of course, scenarios allow you to customize the game even further. For instance, you can establish the total # of turns and years per turn in a scenario.
Sound appealing? You must buy civ, you must buy civ, you must...

Be proud of yourself. You've just beaten el ricordo dil mondo in double posting. I seriously doubt anybody can beat you!
Forza Brasil and I agree with you, the game goes too fast in the early years, which incidentally, are the most fun.
