How do you make a certain civilization not communicate with another? Does the Vendetta option Do that?

Use the @negotiation event as explained in macro.txt in your Civ2 folder and play the game as a scenario.
If you want to prevent negotiations in mid-game, you'll have to go through the rigmarole of creating a second events file, getting the player to save, delete the old events, introduce the new events, then restart where they left off.
'Vendetta' I understand to be that the tribe believes it has been sneaked/snuck (?) attacked every turn.
The rules differ for Test of Time - again read the macro.txt there.
