Elite Diplomats? Lose 30 kilos (of popups)

What will be the difference between and novice diplomats and elite ones?

maybe elite ones have more functions
IE spy ops and such
while novice ones can only do peaceful things

I thought of it as, Novice ones would be more likely to accept deals that are not necessarily in their interest, while elite ones would be more likely to decline

Anyone know where Firaxis goes into more detail about the subject?

I'm glad they at least did away with dip/spy units and made missions instead.

maybe elite diplomats allow for a spy, which can become elite in its own right?


then how would you spy on enemies?
