How do you put Extra civs in pre-made map? Got spare money?

I have recently made a map of the earth 140 by 220 squares. It looks pretty damned impressive, but the whole reason I made this map was so that I could place about 25 different civs in the world. I can place the normal 8 civs, but I need to know how to increase the civs to 25? when I try to do this the map crashes? any suggestions?

Support Apolyton, buy Civilization III: Complete

Twenty-one civs is the limit. This is hard coded, no changing it. Of the 21 civs only seven may be involved in a given game.

I may be wrong, but it looks to me as if you're talking about Civ:CtP. Since this is the Civ2 Creation forum, you're not likely to get a good answer.
