In one word, yes. 
But in more than one word, I know of two games off the top of my head that had MP added in a patch. One is Deus Ex, another is the excellent System Shock 2. As for the code having to be there in the first place, that's a tough one to call. I'm sure no one imagined System Shock 2 the kind of game you play multiplayer (it's best played alone, in a dark room, after midnight, during a thunderstorm).
Of course, a FPS is very different than a TBS game. Dunno which sends more info, or how they do it.

I sure hope they are adding multiplayer soon. I don't know about the rest of the world, but out of 10 (exactly) known CIVers around here 8 said they won't buy it for single player.
Civ II blew in single player. SMAC blew in single player. Civ III might at best be mildly entertaining for a few weeks until people start to figure out how to always beat the AI.
