Can't Build Colonies! Support Apolyton, buy Call to Power 2

I never see Build Colony as an option for my Worker. I've even got roads connecting a city to the resource outside of my border, yet still no Colony option.
Is there a tech that I have to have first?

Avatar Enlargement: We've got the solution

Gold is a bonus resource, you can NOT mine it with colonies and bring it back to your city. Bonus resources are only good if they are in your city limits, they just give extra food, shields, and commerce if there is a citizen working the tile. - just like Civ 2.
