Thats it!!! I can play now!!!

Doh! its soooo much like civ2...... Civ2 was a great game in all but this is civIII!!!!! it should be completly revolutionary! not just better looking!

That doesn't work on with nVidia drivers or at least not on my system.

Interesting... This worked on two of my systems, both running ECS K7S5A's with thunderbirds and DDR memory,
1 system was an Nvidia Vanta 8Meg running DET 4's the other was a Asus 7700 GTS running DET 4's
It fixed them both.

I've already fix my problem, but in a different way. What you proposed was actually what I tried first. When that didn't work I ended up modifying the registry settings for the nVidia driver.
What OS are you using?
