Mobilization Problem...Bug? Support Apolyton, buy GURPS/ Alpha Centauri

I switched to war-time mobilization, but now I can't switch back! Anybody got any ideas why not? Nothing in any of the documentation says anything about not being able to switch back and forth at will, and there's no reason given on the screen as to why I cannot switch. I just click on the button and nothing happens.

Is there a bug or am I doing something wrong?

Not a bug...when the war ended so did the mobilization. It would be helpful, however, if this information was in the Civilopedia.
