resources... Get a bigger avatar today!

has anyone noticed how strategic resources never appear within their boudaries? or is it just me? 3rd game i've played since wed, and in none of them i've had coal, oil or saltpetter (or however u spell it :\) appear inside my civ's borders. now is that just a very annoying coincidence, or are all the resource areas "preset" at the start of the map - and i am in the wrong place?
