	Establishing Embassies Got spare money?

Gees, I finally found out how to establish embassies!

Click the 'Star' on your capitol city on the info display beneath the city. Double clicking a capitol city of a rival will only open up the diplomacy screen. It takes an amount of money to establish an embassy!
That is all!
Then you can do Espionage! Early in the Game! CivIII rocks!

raion, when the time comes to plant spies, double click on the pentagon icon on the city that built the intelligence agency to plant spies. they, too, cost money to put in place but once they're in, they are lots of fun. propaganda is fun fun fun
