I apologise if I've missed something blatantly obvious... but can anyone tell me how many guests the "maximum" is?

Don't you mean "enable"...?

What bothers me...is that I...as a member...get the notification...that the number of guests is exceeded...
Can't the member/guest-ratio be throttled...?

The feature you are referring to was disabled originally; however, it was implemented after a prolonged slowdown and even a complete albeit temporary server shutdown as a result of the traffic in the forums. This feature is designed as preventative measure to keep the forums running as smoothly as possible and indeed simply running.
