Does anyone know If it's possible to tell which government another civ is. Also, is it possible to see what techs the other civs have. Any help with this would be appreciated.

Well As far as other techs... Go to the negotiation table. If they show a tech line item than those are techs they have that you don't. And vice versa for you. I don't know about the Gov't thing, though.

I found a way to tell other civs governemtns. Goto the Military advisor screen. On the right side click on the name of whatever civ is shown and select the one you want to know about. You'll notice it will say something like "American Monarchy" or something like that. You don't need an embassy for that either. That is the only way I found so far.

Now I don't remember paying much attention, but don't their titles change in the Foreign Advisor menu?
