Is there a way to disallow the computer AI from creating (settling) new cities? I like to play the WWII scenario that came with the game, but I find it annoying that the computer AI for say Russia will create a bunch of little size 1 cities in the mountains causing me to have to essentially sweep the entire globe before completely destroying them. I'd like to play the scenario where no new cities may be built. Can this be done?

Go into the rules.txt and make sure in the slot where it says what tech you need as a prerequiste it says no. No settlers can be built. The ones that are already there can be made useless if you also change th movement rate of them to 0 in the rules.txt.

Apparently the computer only founds cities on grassland and plains - therefore you might 'play around' with the map and terrain types if you're constructing or modifying a scenario.
