is there any way of modifying the civilopedia, so it can display descriptions/images of custom technologies?

It depends on which version of Civ2 that you have.
With MGE and ToT - the answer is YES, you can easily alter the pedia.txt and the describe.txt (which is the heart of the civilopedia) and the labels.txt (see any of my modpacks / scenarios for examples).
With earlier versions of Civ2 I think the answer is - you can alter the pedia.txt and the labels.txt but not much else (or at least, I don't know how to do it) and this does not give you the ability to seriously amend the descriptions (or add extra descriptions in).

The images at least are easy to replace. You'll find them all in the icons.gif file, and as the graphics are all the same dimensions you should find plenty of alternative graphics in the various compilations to use instead.
