How do I disband a city Inflate your Upload Space

I want to disband one of my cities that I captured using culture. I've tried rush building settlers and workers, but they just get put on hold until it grows. The only way I've found to destroy my own cities is to give it to another civ and then attack it. Can anyone help me? My perfect city layout is at risk.

I was going to reply "build a worker/settler" but now I'm clueless. Maybe the only way is to rebuff the rebels before letting them join your empire...

I was able to disband a city (eventually) by first rush-building settlers until the population was down to 1, then making the 1 remaining citizen a non-productive specialist, so that there was no food surplus so that the population would never be able to grow, and finally building a worker. Then, when the worker was ready, it asked me whether I really wanted to abandon the site. I did, and the city (along with its culture borders) disappeared. Took awhile. An 'evacuate city' button would be much nicer.
