Please help me corruption is crippling my civ Full PM-box? Change here!

If you think corruption isnt crippling in this game then I have a save game for you all to check out. This is a standard map I have only 12 cities and currently in a republic yet most of my cities have 90% corruption. Okay so wil the experts help me out with this corruption??? I just tried to attact the save game file and it says its too big Ill email it to you if you would please help me out here.

go to start menu.
hit programs
hit infogrames interactive
hit civilization 3
hit civ3edit
hit civ3edit again
hit file-open
open the file in your civ3 directory entitled 'civ3edit.bic'
under the 'rules' directory, open the 'edit' subdirectory and click on 'world sizes.' there, add a zero to the end of the optimal number of cities for each map size... it works well
