I'm having a problem upgrading units. For instance in my current game I was able to upgrade about half my spearmen to pikemen but the other half has no option to upgrade them.
All but maybe three of my cities are connected and even in some cities where they are connected I can't upgrade my units, but if I move them three squares over to a different town(that shares the same roads) I am able to upgrade them.
Has anyone else encountered this problem?

don't forget that the city must also have access to the right resources. It took me a while to figure that one out once.
