	Problem giving gold/turn to AI Support Apolyton, buy GURPS/ Alpha Centauri

I'm trying to figure this out and I was wondering if anyone out there has done enough testing to understand it better than I do:

I can buy a tech from the AI for 425 gold, but he won't take 50 per turn. I know the 'per turn' gold is slightly devalued from 'lump sum', but normally not this badly. It seems like the AI just doesn't want gold/turn. I can't even offer 50/turn for his territory map that he'll sell for a whopping 10 gold total!

Does this mean he's about to declare war on me? Does it have to do with his government (anarchy while switching to democracy)? He's polite towards me, so it's not that. Any experiences or ideas out there?

My guesses:

1.He might be planning to go to war on you.
2.Feels you are in too many wars to guarantee that income for him.
3.He doesn't trust you.
4.He doesn't like you & wants to keep his options of war open.
