	Espionage -- Need Help Support Apolyton, buy GURPS/ Alpha Centauri

Although I built an Intelligence Agency, the only options for espionage that I can find are Investigate City and Steal Technology. The option that I want (Plant a Spy) does not appear when I click on the E button on my Info Box. or when I click on the rival city's Embassy Button.

Can any of you help? Or is this a bug?

Also, there doesn't seem to be an option to pay more money either to increase the chance of succeeding in a covert operation or to decrease the chance of an international incident. Nor is there any information given about what the odds are of success/risk. Are they the same as for SMAC?

right click on the city that built the IA.You'll see a "conduct espionage" option like you have in the capitol.There is risk of war when planting a spy.
