No, apparently this was changed after the manual. Its in the readme file. It states that once an army has been created and has left a city, it cannot be altered.

I'm with you on this one. After I made the previous post I created an army of 2 cav and one rifleman, two turns before getting infantry. I'm a moron.

That's Funny, because I was SURE i saw the computer players exchanging units in their armies.... can anyone else confirm or deny this with certainty??
