Just checked out that Civ3 mod program(civ3mod.bic). Really poweful, yet easily accessible. I can build any government I want in it, and change everything about the game. Super cool, and great job by Sid et al.

It really depends upon what you want to do. It's an editor, not a scenario-maker. Those who want a scenario-maker will be disappointed.
