ques about corruption (yes, i know its gonna be fixed, but...) Support Apolyton, pre-order Civilization IV

is anyone else getting corruption in their capital?
i changed teh settings so that the empire size is increaseed before corruption starts, and added 'reduce corruption" to temple, cathedral, police station, and university. but i am also getting corruptoin in my capital city! it has a university, temple cathedral (thats all i can build right now due to tech advances), and my civ has 13 cities, but my empire size is set to 16 in the rules before corruption should be an issue, and i am a democracy. is anyone else experiencing this in the capital? or did i goof, when i modified the corruption settings?

Yes, you do experience some corruption in your capital.

And the Optimal # of Cities setting, which you're adjusting, isn't the number of cities before ANY corruption kicks in. It just get significantly worse after that. Corruption starts to build up around (Optimal/2), and really picks up after Optimal.
