I can't get any of the espionage missions to show up in the espionage menu, not even "Plant Spy". All I get are "Steal Technology" and "Investigate City".
I've discovered espionage and built the Intelligence agency, just like the manual said.
Is there some other condition I must fulfil, or is this some sort of bug? Has anyone else had this problem?

Go to the city where you built the Intelligence Agency. You will notice an icon of the Pentagon is now next to the city's name. Double-click on it. You will then be able to plant a spy in another civ's capital.
Once you are successful at planting a spy, the capital city of that country will now also have a "Pentagon icon" next to its city name. To conduct espionage against that country, double-click on THAT icon. Then you will have the full espionage menu.
Poorly documented and not at all intuitive, this confused me at first too.

Ah, I see. I was double-clicking on the Embassy icon in my capital. Thanks a lot!

Alternatively the short keys are:
CTRL/SHIFT/E to install a spy
SHIFT/E (I think, might be CTRL E) to use a spy
|
