Question on Happiness Avatar Enlargement: We've got the solution

I've got a city that doesn't seem to have the right number of happy people. I have 5 luxuries and I have a market place, so the happiness box looks like

furs - 1 happy
dye - 1 happy
gems - 2 happy
ivory - 2 happy
wine - 3 happy

Unless I can't add, that should be 9 happy people (the city is size 9, coincidentally). Instead, I have 6 happy people, 1 content person, and 2 unhappy people? My government is Republic, and I have a temple. What am I missing here?

Well, one happy face changes one content person to one happy person, or one unhappy person to one content person. So, to convert an unhappy person to a happy person, you need to have two happy faces. I guess that explains it. I could give you exact math for the exact city, but I don't know what improvements or wonders you have.
